Railway safety, security and cybersecurity. Comprehensive approach to safety of the guided transport systems.
Since the early days of the railway transport, moving large masses at reasonable speeds has been protected by compliance with many safety related rules. From the very beginning special role was played by fail-safe principle. Safety cases proving safety integrity levels were introduced for the purpose of acceptance of the electronic interlockings in the last decade of the twentieth century and become usual for signalling and control command. However recent rapid development of information and communication technologies and growing extent of use of ICT technologies in railway and other guided transport systems requires complementing the requirements and ensuring coherence of the safety measures taking into account technical safety, security and cyber-security.
The monograph starts from the essential requirement 'safety' for new technical solutions and safety management of the railway system. It also shows the gaps in the formal requirements. For the purpose of the overall safety assessment, it defines a reference functional model taking into account various types of technical systems collecting, processing and exchanging data influencing broadly understood safety. It defines an analytical tool for the overall assessment of transport systems enabling quantitative verification of the level of safety, security and cyber-security and verification of the completeness and complementarity of the safety measures.
The defined method was applied to recently rebuild representative area-dependent part of the railway system in Poland. As shown in the monograph, proposed method can be directly used for the needs of comprehensive safety analyses of the guided transport systems not only for railway but also for metro systems, trams, automatic transport systems utilized e.g. at the airports, and after supplementing with specific risks (e.g. sudden loss of low pressure in hyperloop system) also for the needs of unconventional guided transport systems.
A holistic approach to cyber security has also been added, covering six domains with sixteen groups of functionalities each from cyber-protection measures through business and railway information technologies to operational technologies related to safety, security and control of the digital rolling stock equipment.
